The requirement that applies today
The Codex sequence begins by putting together the team that will build the food safety plan. In the current edition this step maps to the requirement on organizational roles, responsibilities and authorities, because the team has to be appointed, its leader named, and its authority to act made clear.
ISO/DIS 22000:2026, Annex A 1, Codex step 1: assemble the HACCP team.
What the draft does
Mapped in the current Annex A to 5.3; the 2026 Annex A is sold by ISO and not held here: The public contents retain an informative Annex A on the Codex cross references, but the body of the 2026 table is not in the public sample. For this row the inferred 2026 destination is 5.3, 7.2, 8.5.2; that reading comes from the clause titles, not from the published 2026 table.

Why this clause matters
A plan built by one person is a single point of failure. The clause behind this step asks for a team with the right mix, a named leader and enough authority to change practice. A transition audit will look at whether the team still has the disciplines the new clauses need, such as culture and fraud.
Suggested evidence to discuss with your auditor
For A.1, these are the artefacts we suggest discussing with your auditor. The standard publishes no evidence list, so this is our reading, not a requirement.
- The team appointment, with members, disciplines, leader and deputies
- Evidence that the team has the authority to stop or change a process
- A skills matrix showing the disciplines the plan needs
Where systems usually fall short
- A team of one, usually the quality manager
- No deputy for the team leader
How to prepare
Check the team against the new subjects: culture, defence, fraud and complaints. If no one covers them, add a member or an adviser before the transition work starts.
